Chicago Weekly has a feature on the film subsidy program of several states with a special focus on Illinois, where among other things, they have a transferrable tax credit. The alternative weekly explains that because a movie company would not need the credit, it's designed to be sold and the state will help broker the deal.
And in keeping with the comment-mining used in the previous post: A commenter to the Chicago Weekly article has linked a study from the University of California, where though the focus is on smoking in subsidized films, there's a lot of other statistics and bits of information in the academic, subsidized report.
